One plan per structure/year is allowed. Open the existing plan from the warning and edit it instead of creating a second one.

Central admins: Data Import Center → Action Plans. One row per indicator (Structure, Year, Status, Indicator, Mid-year, Year-end); rows sharing Structure/Year merge into one plan.
